What is the KC(Korea Certificate)  Certification?

The Republic Korea is one of the most important industrial nations in the world. 

The KC Certification (Korea Certification) is Mandatory to sell in korea. 

Safety Confirmation

Safety certification system for electronics is compulsory certification system enforced based on Electric Appliances Safety Control Act and Household Safety Control Act. In order to manufacture and sell electronics that are the object for safety certification stated by article 3, section2 within the same act, needs to get safety certification through article 5, section1 within the same act.

Therefore, safety certification for electric appliances is certification system to make sure consumer use electric appliances safely and prevent danger such as fire, shock, and so on in advance through testing electric appliance, evaluating production system such as manufacture and inspection facility and securing safety of electric appliance.

Factory evaluation for safety certification

In order to get safety certification based on article 3(Safety Certification) of Electric Appliances Safety Control Act, need to get “early factory evaluation” under the enforcement regulation article 9 (issuing of safety certificate) within the same act and according to article 7(regular inspection and self-inspection) “regular inspection” for manufacturing factory of electric appliances manufacturing company object of safety certification should be carried out once every 2 years.

The most important documents, which will be used for the KC certification in South Korea are the Korean “Motor Vehicle Management Act” and the “Korea Motor Vehicle Safety Standard” (KMVSS). The “Motor Vehicle Management Act” deals with the various kinds of vehicles and their registration, as well as the general information about safety standards and self-certification. The “Korea Motor Vehicle Safety Standard” lists the technical features of vehicles and the applicable safety standards.

Electronic Products

Electronic products to be sold in South Korea are required to have a KC (Korea Certification Mark) Certification. An accreditation is needed for products with more than 30V (AC) or 42V (DC). A distinction is made between the three verifications of conformity:

Type 1: Obligatory KC Certification

    • Product categories which are seen to pose a potential danger for users
    • Products will need to be tested at an approved South Korean test lab
    • The KC certificate is valid for 1 year
    • Factory inspection and market surveillance are required
    • Some product examples for Type 1 include: electric wire, cords, capacitors, switches for electrical appliances, filter, motorized electric tools, fuse holder, switches, insulated transformers, lightning appliances

Type 2: Safety Conformation KC – Korea Certification Self-Declaration

    • Product categories which are less dangerous for users, e.g. AV and ITE equipment
    • Products of this type do not have to be tested in Korea, but do need a certification and registration by KATS
    • The KC Certificate is valid for 5 years
    • There is no factory inspection and market surveillance necessary
    • Some product examples for Type 2 include: electric switches, electric appliances, information technology equipment, audio and video electronic apparatus

Type 3: Supplier Compliance

    • Product categories which are seen as not dangerous for users (e.g. appliances less than 50V)
    • Safety standards are applied according to in-house or third-party testing
    • No KATS (Korean Agency for Technology and Standards) registration or certification needed
    • The KC certificate has no expiration
    • No factory inspection or market surveillance is required
    • Some product examples for Type 3 include: fluorescent lamp starter, DC power supplies, charger for electric devices

 

The KC – Korea Certification – Certification Process

The process for KC Mark is similar to other international certifications. The first step includes preparation of application and supporting documentation including:

  • Application Forms
  • Business License
  • Complete contact details of the Korean importer and the production plant
  • Product descriptions and/or user manuals (in Korean language)
  • List of critical components
  • List of insulation material (only electronic products)
  • Block diagram and circuit diagram (only electronic products)
  • Letter of approval
  • Name plate
  • Factory questionnaire

After submitting the documents and applications for the KC Certification they will be checked for consistency and accuracy by the relevant authority. As a part of the approval process to receive the KC Mark, it is required to have the products tested by an internationally accredited test lab. A factory inspection will also be required in accordance to the Korean regulations for safety products.

After receiving the KC Certificate there will be required follow-up audits and product tests for Type 1 KC Certification products.

There is approved testing center which can be used to confirm the product conformity, 

these are the  “Korea Testing and Research Institute” (KTR).

(EMC) KCC-RRA Authorization for Products with Radio Technologies

Products with radio technologies also need a KC Certification to get access to the South Korean market. The organizations that are responsible are: the South Korean authority “Nation Radio Research Agency” (RRA) and the “Korean Communication Commission” (KCC).

A local, Korean, representative is required for KC Certification of radio technologies.

Product testing at an approved Korean test lab is required.

The approved KC label is required to be displayed along with the certification number and the conformity information of the authorities on the product, the product packaging and the user’s manual.

The KC Certificate for radio technologies has no expiration as long as there are no product modifications.

KC EMC Certification / KC RF Certification

There is approved testing center which can be used to confirm the product conformity, 

these are the  “Korea Testing and Research Institute” (KTR).

All technical equipment of the information, communication and telecommunication technology which will be sold in South Korea are required to have a KC EMC Certification. This certification confirms that the products are electromagnetically compatible and harmless for the consumer.

Products which are equipped with wireless, RF or radio need a KC RF Certification. The national certification authority for KC EMC and RF certification is the “National Radio Research Agency” (RRA).

KCs – Korea Certification Mark for Machines

Machines that may be potentially harmful required the KCs Mark (“s” for safety) which shows that the machine is tested and approved for safe operation.

For this KC Mark there are two groups which have a different process of certification; Certification of Compliance (CoC) and Declaration of Conformity (DoC).

If the process of the machine is potentially harmful (e.g. with a pressure vessel) a Certification of Compliance (CoC) in necessary. As part of the CoC approval an annual factory inspection is necessary.

Products, which are related to safety (e.g. the personal protective equipment) are also required to have a KC Certification and a Certification of Compliance (CoC). As part of the CoC approval an annual factory inspection is necessary.

For products where there is only a risk of injury when safety-related component fail (e.g. machine tools or industrial robots), a Declaration of Conformity (DoC) is accepted.

Several regulations are applied for the safety certification: [Article 34 to 34-4 of the Occupational Safety and Health Act; Article 28 of the Enforcement Decree of the same Act; and Article 58 to 58-8 of the Enforcement Regulations of the same Act].

The following regulation are applied for the self-regulated safety check: [Article 35 to 35-4 of the Occupational Safety and Health Act; Article 28-5 of the Enforcement Decree of the same Act; and Article 60 to 63 of the Enforcement Regulation of the same Act].

 

The KC Label

If the product has been successfully certified for the South Korean market, the KC label is required to be displayed along with the certification number and the conformity information of the authorities on the product. The information must be in the Korean language (English language is optional).

WHAT IS THE KC MARK?

The KC (Korea Certification) mark signifies compliance with Korea’s product safety requirements for electrical and electronic equipment and is issued by Korea-based certification bodies that have been approved by the Korea Standards Association. Manufacturers and distributors of electronic goods may apply a KC mark to their goods once they have completed the standard procedure:

  • Application – The application process involves the submission of an application form and product description. In addition, the manufacturer must obtain a certificate of registration.
  • Factory inspection – Production equipment and processes are inspected and audited for compliance with applicable safety criteria.
  • Product testing – The product is tested consistent with the requirements of the applicable safety standard(s).
  • EMC testing – The product is tested for electromagnetic compatibility (EMC) and immunity.
  • Post-certification surveillance – Regular factory inspections and market surveillance are required to verify continued compliance following certification.

Korea KC certification

 

In order to enable consumers to more clearly understand the certification mark on the products purchased, and to reduce the various manufacturers of the burden of certification fees, the Korean Technical Standards Institute (KATS) August 20, 2008 announced that in 2009 1 On January 1, the new certification system KC (Korea Certification) certification. The plan began in July 2009, the first in the Ministry of Knowledge Economy, the end of 2010 to expand to all departments.

 

In order to enable consumers to more clearly understand the certification mark on the products purchased, and to reduce the various manufacturers of the burden of certification fees, the Korean Technical Standards Institute (KATS) August 20, 2008 announced that in 2009 1 On January 1, the new certification system KC (Korea Certification) certification. The program has been in the forefront of the Ministry of Knowledge Economy since July 2009 and is expected to be extended to all sectors by the end of 2010.

The implementation plan for the KC logo is as follows:

December 2008: Revision of the Basic Law of the National Standard and its enforcement order;

July 2009: Ministry of Knowledge Economy began to implement and adopt the national unified KC logo;

January 2009 to December 2010: Amendments to the laws relating to standard certification;

January 2011: Apply the KC logo to all certifications.

KC Mark Certification Products List (KC certified product catalog) According to the "Korea Electrical Safety Management Law" provides that since January 1, 2009 from the electrical product safety certification is divided into mandatory certification and self-discipline (voluntary) two kinds of certification.

Mandatory certification means that all electronic products belonging to a mandatory product must be certified by KC Mark before they can be sold in the Korean market, and are subject to factory inspection and product sampling tests every year.

Self-discipline (voluntary) certification means that all electronic products belonging to a voluntary product are tested and certified without a factory review. The certificate is valid for 5 years.

 

In order to obtain KC Mark certification product manufacturers need to EST certification body for electrical and electronic product safety certification. Where the manufacturer refers to the direct production of the product factory.

When the same type of product through different factories, the factories have to apply for KC Mark certification, because the factory name is different.

The voltage of 50V to 1000V within the electrical products must be certified, KC certification program will be January 1, 2009 for all electronic and electrical products mandatory use of KC logo, will be replaced by the new KC logo the original EK logo

 

KC certification documents that need to be submitted

If you need to apply for the KC logo, you must first apply to the KTR. If a product is produced by several independent factories, although the product is the same model, several factories should also obtain certification mark. Overseas manufacturers can apply directly or authorized South Korea's local a​gents and representatives of manufacturers to apply.

 

New products need to submit the following documents when applying for KC certification

Electrical appliances safety certification application (mandatory products);

Electrical appliances self - regulatory safety confirmation application and electrical appliances self - regulatory safety statement (self - regulatory products);

1) a direct impact on the safety of parts list;

2) electrical circuit diagram;

3) transformer detailed specifications (related products);

4) Insulation material catalog (temperature, pressure resistance or flame resistance grade, etc.);

5) product certificate (including Korean product certificate);

6) label;

7) Agent authorization documents (required for mandatory products; required for self-regulatory products to be applied by agents);

8) Questionnaire (mandatory product).

 

Factory Audit

(1) the first factory Audit

After accepting product certification applications, KTR requires a first factory review of the plant and a preliminary assessment of the plant's quality control system. According to the relevant laws of Korea safety certification and the relevant provisions of KTR, the factory shall have the following documented procedures or regulations, which shall be compatible with the factory quality management and product quality control:

1) Product change control procedures (For example, after the approval of the certification product is approved by the certification body, the corresponding technical documents should be formulated in strict accordance with the approved contents and distributed to the relevant departments to correctly implement the changes of the certified products. Changes can not be applied to change the product logo.);

3) Quality record control procedures (storage, routine and operational inspection records for a period of at least 3 years);

4) routine inspection and confirmation of inspection procedures;

5) nonconforming product control procedures;

6) inspection or verification procedures for critical components and materials;

7) internal quality audit procedures;

8) Procedures for operation instructions, inspection standards, operating procedures, equipment management procedures and other procedures, the factory should be kept at least including the above quality records to confirm the factory did all the production inspection and production testing, quality records should be true and effective;

9) Product routine inspection and confirmation inspection records; Inspection and verification records of key components and materials and certificate of conformity provided by the supplier:

(2) annual factory audit

Upon issuance of the certificate, the certification body annually conducts an annual follow-up review of the plant with the aim of reviewing the consistency of the plant quality control system and whether it can continue to meet safety standards. The annual factory review is divided into two parts:

1) the quality of documents, quality records, production site-related content of the view, requirements and content of the basic and the same as the first review.

2) It is necessary to confirm the consistency of the factory with all products authorized by the KC logo. According to the certificate of the product attached to the certificate (key components list), the certified product key components, materials, circuits, structures, etc. to confirm, to see if they are consistent.

(3) sample check

There are 216 products that have been included in the KC logo compulsory certification so far. Korean safety law stipulates that all types of products are sampled annually so that each product is sampled once a year. Sampling method is: by the factory inspector at the annual review, the scene has a production or inventory, the inspector sealed sample, the factory within 3 months of the sample sent to the designated location; factory inspection did not produce or inventory, the factory Shall send the designated sample to the designated place within 6 months.

 

KC certification mark

(1) KC logo information content

The KC logo mainly includes the following information:

Security certification mark with KTR certification code;

Product name; model name; rated input; manufacturer name; double insulation mark;

Rated production time (in the case of product input time is very short); product production date (year, month, day or production lot number);

Telephone or address of Korean service provider; EMI or EMI / EMS logo (optional, if the product has enough time to apply for a logo is recommended);

(2) KC logo

KC certification mark (Figure 2) should: according to product size and change;

In the product or container and packaging easy to identify, to print or engraved not easy to fall off the method of identification;

And KC certified cover adjacent, marked KC certification number;

Matters relating to safety standards should be listed in Korean or English;

Should be black.

(3) KC certification number

The KC certification number is composed of the distinguishing code of the security certification body, the product classification number, the manufacturer's name and so on, and the example of "S (Z) W 09 999 - 8001" (Figure 3)

 "S (Z)": the difference between the security certification body code (S: mandatory; Z: self-discipline security confirmation);

(W: Middle East: X; Africa: Y; Other: Z);

 "09": electrical appliances classification number;

 "999": the same area / the same product classification of the manufacturing plant number;

 "8": the last year of the year (such as: 2000 to 0, 2008 8);

 "001": number of the basic model of the same factory / same product category
